Expatriate Medical Staff: Policy Analysis, Regulation and Law Enforcement

Abstract

This article analyzes the regulatory and enforcement procedures for the admission of doctors and nurses who have received professional training abroad for the implementation of practical activities in the Russian Federation. This is achieved through an analysis of the existing regulatory framework. This procedure includes an acknowledgment of the current level of education and how the delivery of special examinations is achieved. The current examination procedure implies the presence in its conduct of the representative of the federal executive authority, but his authority as the procedure of the exam itself, not sufficiently differentiated. It does not apply the differentiated approach, which would allow to invite specialists most needed professions and to certain areas where there is a need. The structured interviews and questionnaires conducted here involved those who have passed a special examination. These revealed that the passage of the procedure does not allow to integrate into the society, due to the parallel existence of other bureaucratic procedures. The institutional problems identified here do not fully exploit the potential of the data frame, due to the absence of a written policy and an insufficiently differentiated approach to admission procedures within a context of a continuing shortage of specialists and the needs of society.
