Economic reasons for inclusive education: to assistance of changes at the regional and local municipal levels

Abstract

One of the reasons on which joint inclusive education is still underestimated by the public, officials and legislature is inability of the inclusive education supporters to explain how the suggested changes help to achieve the social and educational state policy goal, and what a tangible result the withdrawal from segregated education can bring, primarily for enhancement of the quality education availability, overcoming poverty and economic disparity by means of improvements in social capital and chances in the labor market, reducing dependency on welfare benefits. With all importance of the legal advocacy and outreach activities we underline the importance of the other aspect – development and support of changes in the regulatory and legal framework at the regional and municipal management levels which provide facilities for f lexible management and implementation of inclusion. The article discusses the following topics: legislative limitations in rendering educational services by the certain organizations and legislative gaps in educational standards and programs; applying current management tools of state financed services for joint education services standardization.
