The Rhetoric of "Center" and "Periphery" in 1990-2000 in Political and Juridical Discourses (Krasnodar kray materials)

Abstract

The article traces the intercourses of political and juridical discourses by the «liberal» Federal Center and a «protective» Region - Krasnodar Krai (Russia) - on migration issues in 1990-2000, interpreting them in terms of different security conceptions. It is argued that discriminated two levels of discourses - legislative rhetoric and executive practice - which tended to be autonomous in 1990s, have been getting conflated in 2000s.
