Social Care in The First Quarter of XX Century (on the Materials of Eniseiskaia Gubernia)

Abstract

As the role of the state social policy increases, the forms and character of social help is subject to change from organization of poor houses and orphanages to the policy of social guarantees which include the realization of the important social rights of a person, i.e. rights to work, education, medical care, etc. The author analyses a system of social welfare in the 1900-1920s, focusing on the transition towards the system of public social welfare in the country as a whole and in Eniseiskaia gubernia, in particular.
