Social policy in a rural area: new challenges, old limits

Abstract

The article analyses the realities of rural community in a context of changes, induced by the agrarian reform, which did not increase but reduced opportunities of rural population to fulfill their needs and aspirations. The author seeks to demonstrate that with a help of wise social policy, based on the priorities of agroindustrial complex development it is possible to overcome the spontaneous processes and crisis in rural area, which are related not only with exhausting resources (machines, industrial facilities, fertilizers, accumulated in times of kolkhoz), but also with revising values of rural population and relevant correction of social policy.
