The Family of a Child with Disabilities in the Field of Adaptive Physical Culture: Social and Legal Aspects

Abstract

The article is devoted to the analysis of the legal regulation of the sections of adaptive physical culture as social phenomena within the framework of interdisciplinary and interagency interaction in the provision of services to a disabled child and their family. The issues of harmonization of international legal documents in relation to children with disabilities and current Russian legislation are considered, a characteristic of the state of legal support for activities in the field of adaptive physical culture is given, an analysis of financial support and the effectiveness of intersectoral interaction in the implementation of programmes for expanding the physical activity of children with disabilities is carried out. It is shown that in the period from 2010 to 2020, it was possible to achieve the involvement of 81.4 % of disabled children in the space of physical culture and sports, and this accessibility was ensured thanks to the sustainable development of state regulation in the field of adaptive physical culture. In the same period, an imbalance was noted between the program goals, enshrined in regulatory documents and their funding, which leads in some regions to a significant gap in the possibilities of implementing physical rehabilitation programs and organized physical activity for children with disabilities. The interaction of the family with the field of physical rehabilitation is controversial due to the imperfection of interdepartmental legal regulation against the background of a high demand for these services from the family. Difficulties in accessing services force families to leave the institutional physical rehabilitation sector, turn to informal organizations, and limit themselves to their own resources. It has been determined that physical culture and recreation activities have a high potential, provided that the state support of social family-oriented projects of physical culture and sports orientation of public organizations of parents of children with disabilities.
