Abstract
This article by R.Park is notorious for his famous ability - to transcend from setting the fundamental theoretical questions to their manifestations in real social problems naturally and by the shortestpass. The political system is based on the assumption that the local community is a local political entity. If the local community is organized, aware of their local interests, and has its own opinion, then we have the most thriving democracy. There is evidence that fifty percent of voters in the country do not enjoy their right to vote. If this is any indication of indifference to the interests of the local community, while at the same time, it can be considered a measure of the effectiveness (or ineffectiveness) of the local community. In this case we are talking about the problems of immigrant communities. Park finds out what community is and what is its organization. He tries to assess the competence and efficiency of the community is different from the competence and efficiency of its constituent individuals. In a sense, these communities, where immigrants live their lives, can be seen as a model for society as a whole.Downloads
